Have just sent my comments to CLG before reading Graham's comment. My view mirrored this in some ways.

I suggested asking LAs to count empties brought back into use again but only if they have been empty for 1 year or more. Do not include new conversions as they are included elsewhere. Suggested that CLG agree the criteria with NAEPP so there is consistency amoungst authorities.
