BVPI 64 - Do you count re-lets under Deposit Guarantee Schemes as a success?

In the West of England the four authorities (BANES, South Gloucestershire, Bristol and North Somerset) are trying to put together some joint criteria for measuring successes under BVPI64 so we are able to benchmark our empty homes services.

In developing this critieria we are including a range of rent and guarantee schemes which demonstrate input from the local authority.  The guidance on BVPI64 also seems to allow local authorities to count each new let of a property under one of these schemes.  However the West of England Group are considering ruling out these re-lets from its critieria and only counting new properties brought into these schemes.

What do other local authorities do?  I'd be interested to know if re-lets are generally included in people's BVPI 64 figures?  ALso do any other local authorities have experiences of benchmarking their empty homes services?

monitoring of re lets

We do count the relets to the scheme that we run. My reasoning for this is that prevention should be as relevant as a new return to use. Otherwise it could create a circular situation whereby those that we do not help to relet fall empty.
