Census information to map empty homes

My name is Mark Edwards, I work for Rochdale Housing Initiative. I've recently been in contact with the Census team in Rochdale regarding marketing and promotion of the Census next month.
As the Census covers all homes in the borough, it presents an opportunity to validate empty properties lists. Post 27th March the Census team in Rochdale will be employing 101 Census Collectors to target those properties that have not responded through door knocking. Obviously there will be a number of properties that haven't returned their forms because there is actually no one living there.
Unlike the core Census data that will take a number of years to be collated and presented, I've been informed by our Census team that their collectors are permitted to release empty property information instantaneously. I am still in discussion regarding the format and process for presenting their findings, and the criteria door knockers will use to assume a property is empty.
However I feel this presents an opportunity for all practitioners to validate their CT lists, utilise a resources without financial implications and in light of the calculation of the New Homes Bonus, give a head start in terms of data cleansing.
