Cost of EDMO and CPO

Hello, I am trying to build an options appraisal for the tools within tackling empty homes to influence the creation of a strategy. Can anyone give me a ball park figure for the cost of performing a CPO and an EDMO excluding any renovation costs? I appreciate that most of this money is recouped through the sale or letting, but I need to know what the start up costs might be. Also any major barriers in their use.

Unlike EDMOs, CPOs do not

Unlike EDMOs, CPOs do not provide for LAs to recoup the costs entailed in making them.   However if the LA resells the property in a rising market the profit may offset those costs.

The biggest variables are whether:

  • Public Inquiry is held:  incurring  fee to Planning Inspectorate for holding it (say £3000-£4000) and fee to barrister for representing LA (say £2000)
  • compensation includes "basic loss payment" of 7.5% of property value.

Other expenses (eg publishing notices in a local newspaper) are small in comparison.

One-off charge

In Swansea we have decided to charge a one off admin fee of £700 towards the cost of an EDMO. Personally I have found the process to be extremely labour intensive and so the fee of £700 will only go part way towards covering officer costs.

I am hoping that now we have our processes, procedures and notices in place the next EDMO may be slightly easier.

Would you have any objections in sending me Swansea's procedures for EDMOs? We have not used them as yet but are presently considering their use.
