Council Tax Reports - Problems

We have recently transferred Council Tax records over to Northgate. After 2 years of battling for LTE reports, we've finally got the reports into the format we want - apart from one critical field. Becuase we've recently changed the discount on LTEs to 0%, the report is picking up the date empty as the date of the change - not when it actually became empty. So all of our LTEs apparently became empty on 1st April 2011! We still get a full report of properties with the "unoccupied, unfurnished" code, but without any relevant dates. It isn't a problem on short term empties. We've got our own access to CT records so can check them ourselves, but its a huge job for nearly 3000 LTEs.
Has anyone else come across this problem, and have you been able to overcome it?
