Is it possible for an owner to go to the Lands Tribunal and to terminate the EDMO with the Local Authority before they have received full payment for renovation works and if so, how?  How can this outstanding debt then be recovered by the Local Authority?

Also, will a Lands Tribunal only rule for an EDMO against the landlord if they are not satisfied that the owner will bring the properties back into use, or are there other considerations as well?
