First registration of land following CPO and GVD

Me again!

We had had a CPO confirmed and made our GVD. We have now come to register the land, which is unregistered, and the Land Registry have advised that as we do not have the deeds we can only make a Possessory Application of first registration.

I haven't heard of this before and was under the impression that the CPO and GVD was enough to demonstrate our entitlement to Title Absolute. I wouldn't have thought that many Council's would have deeds for properties that they have taken compulsory possession of... Can anyone advise whether this is the case or not?
