GIS Mapping of empty homes

we can produce maps based on data extracted from the council tax system  for a given area so its as up to date as that database is.

How useful is the mapping, operationally?

Hi - question for both of you really (and anyone else who responds). Do you use the GIS maps routinely, or for any particular purpose?  Or is it only to inform policy and strategy?

We have mapped empties on GIS and we end up with a map with 2,500 dots on it. Suprise suprise they show groupings in areas where the housing market is under stress. In my opinion it's ok for putting in a strategy or if you're new to town, but does not answer if the individual property is having a detrimental affect on the street/ neighbourhood which is likely to to breed more empties. In my view you are better off walking the streets in areas where you have had complaints; get stuck into the detrimental ones and send letters of advice and encouragement to the ones that are not.

Really beneficial from a startegy point of view and to provide supporting information for Planning, Strategic Housing and Pathfinder updates.

From a practical point of view we are looking at area based enforcement action and this information overlain with the Private Rented properties really helps in highlighting hotspot areas to target. We also meet with members annually at O&S and discuss the maps and ward related data so they can have an understanding of the picture and get involved in supporting officers around hotspot areas and certain properties.

We have also discussed with the Communities Team displaying the ward maps at Neighbourhood Forums so members of the public can understand the targetting approach and support officers in delivery.

GIS mapping of empty homes

I have rarely used GIS for more than it's spatial mapping capability? Normal uses are the plotting of 1/4ly C Tax info, route planning facility when doing the rounds in a ward inspection and display of distribution in reports.

I am looking for examples where GIS is used as an information system and not just a mapping tool.

Data attached to a point and held within the database would include age/built form/length fo time empty/priority score/enforcement action/debts(C Tax and Land Charges)/potential nos. units/cost of works/bring forward dates and so on.

Cheers

Mapping empty homes

We produce GIS maps on an annual basis from Council Tax reports but in theory data could be produced 'live' by extracting data from Council Tax on a daily basis. This is possible for Council's using Civica software for Council Tax. I currently run a report monthly to extract empty homes data from Council Tax to update my database.

The maps are circulated to members and utilised at community forums to promote the empty homes work. Producing these maps has enabled us to identify hotspot areas across the district. This has proved successful in targeting ares with the highest concentration of empty homes across a large rural district. The following report produced for LGA gives further information on our approach to hotspots.
