I am interested in getting examples of how English/Welsh councils approach the issue of finding empty home owners when this information can't be found via council tax data.

I am compiling a paper for Scottish Local Authorities of data sources and would like to know what you all use.  I have seen the posting about the UKinfo People Finding CD Rom - do a lot of councils use this?  Are there other people finder products or services?  What about the electoral register?

Any info/tips you can provide would be useful.  Also if you are interested in being referred to as a good practice example case study with regards to identifying owners please get in touch.
