We are in the process of applying for three interim EDMO's. In one instance we have now be asked to submit a management plan. It would be most useful to hear from anyone who has put together a management plan.

 Dear Melanie,

If you council is anything like mine then the managing body will be your "council house" management department or maybe an arms length management organisation, which used to be your council house department, but now has a new name. In any event can you trust them to manage effectively? How many voids does the council have in its stock?

The answer to EDMO management may lie outside the council. KIN the heir hunter company www.kin.co.uk have an arrangement with a managing agency as part of their business. They offer the service to local authorities. Ring Heather Manning at KIN 02031029706, tell her I've recommended you, and explain your situation. I'm sure she can arrange a 'no obligation' presentation from one of their representatives. I have had the presentation and I couldn't fault it. Obviously it comes at a price, but you are getting a professional service. Is that a word which goes in the same sentence as your ALMO?... No, mine neither!

Management plan at interim stage

Hi Melanie

If a management plan is being asked for at interim stage when there is no requirement to do so then we should resist that. It would involve a considerable amount of officer time and tax payers' money which could be wasted if the application for the interim is refused.

I would like to write to the RPT on behalf of EHN if that really is the position, unless you have an objection. I would need your help in seeing what correspondence the RPT had sent you.

Looking at the guidance, the local authority is expected to have arrived at a sensible estimation of the costs of repairing, maintaining and managing the property as part of its balancing exercise but I can't see why that needs to be more than reasonable estimates.  If a full management plan was needed at interim stage, as described for a Final EDMO, then the legislation could be expected to say so.
