The importance of this act is that it created the Homes and Community Agency and spells out the framework within which the HCA operates - its powers andits limitations.  This is relevant to what the HCA can and can't do with the £100M earmarked for empty homes. It is not a fun read but it is important the people are aware of it and can refer to it if necessary.
