This interesting report reviews the experience of the Big Green Challenge and gives a detailed picture of how some forms of localism can work in practice. There are many differences between what the Green Challenge was trying to address and empty homes - not least the fact the private property is a core element in the challenge we face, rather than lifestyle and technological issues - but many pertinent points are made by the authors.
