This is Local Government Innovation and Development web-page explains what the Network of Empowering Authorities is and does.  The NEA doesn't seem to have its own web-page: it appears to be sponsored by LGID.  This page is not currently available directly from the website but is from a site backup  - presumably it is no longer current.
