GMB lambasts tax regime around empties in Waverley

Rather neatly pinpoints the absurdity off offering tax breaks on the one hand (VAT) and penalties on the other (Empty Homes Premium) when homes have been empty for 2 years.  The GMB are more on the side of penalties.



But you could twist it around and look at another way.  Property empty for 2 years and undertake renovations = VAT reduction from 20% to 5%. Then Let or Sell property = Council Tax reduction from150% to zero.  Therefore both become tax breaks.

'Twisting it around' strkes me as a pretty good description! Sort of like 'spinning' it around.150% council tax is still 150% council tax so long as you are paying it.
