I have been asked to carry out a cost benefit analysis on the impact that empty home loans and enforcement works have.
We are currently reviewing our Empty Homes Service and we want to ensure that our limited officer time and financial resources are spent on projects which are going to produce results.
I am trying to assess the effectiveness of loans for home repairs, EDMOs, CPOs, S215s, ESP etc and would like to evaluate these options by cost, amount of officer time, number of properties brought back into use, overall success rate, constraints, advantages, etc.
Has anyone carried out a cost-benefit analysis on empty homes recently that might be able to help me?
